Развитие теоретических подходов к управлению финансами вузов

Abstract

Исследуются вопросы совершенствования теоретических подходов к финансированию вузов в условиях изменения современной образовательной среды. Определено, что недостаточность финансовых ресурсов в системе высшего образования вызывает необходимость укрепления конкурентных преимуществ, в том числе и за счет увеличения ресурсной базы. Рассматриваются проблемные вопросы финансирования белорусских высших учебных заведений. В статье обозначено, что процессы повышения эффективности финансирования в университетах невозможны без разработки современных технологий оценки финансовой деятельности университетов. Механизм финансирования в вузах должен базироваться на научно обоснованных параметрах достижения экономической и социальной эффективности использования финансовых средств. Сделаны выводы о необходимости обоснования комплекса мероприятий по оптимизации финансовой структуры высшей школы, привлечению альтернативных финансовых источников, обеспечению финансовой устойчивости.

The article examines the issues of improving theoretical approaches to the financing of universities in the context of changes in the modern educational environment. It has been determined that the lack of financial resources in the system of higher education makes it necessary to strengthen competitive advantages, including by increasing the resource base. The problematic issues of financing Belarusian higher educational institutions are considered. The article indicates that the processes of improving the efficiency of financing in universities are impossible without the development of modern technologies for assessing the financial activities of universities. The mechanism of financing in universities should be based on scientifically substantiated parameters for achieving economic and social efficiency in the use of financial resources. Conclusions are drawn about the need to justify a set of measures to optimize the financial structure of higher education, attract alternative financial sources, and ensure financial stability.
