Военные бюджеты Республики Беларусь и соседствующих государств: состояние и тенденции

Abstract

Статья посвящена проблеме оптимизации военных расходов. Проведен сравнительный анализ военных расходов и военного потенциала Республики Беларусь и близлежащих стран — Польши, Украины, Литвы и Латвии. Дана характеристика расходов на национальную оборону в Республике Беларусь в соответствии с бюджетной классификацией. Названы распорядители бюджетных средств по разделу бюджетной классификации «Национальная оборона». Представлена структура и динамика расходов государственного бюджета на национальную оборону, их доля в ВВП и консолидированном бюджете страны. Показано участие республиканского и местных бюджетов в финансировании расходов на национальную оборону. Акцентировано внимание на правильном употреблении понятий «военный бюджет», «военные расходы» и «расходы на национальную оборону» для идентификации военных расходов государств мира в целях сравнительного анализа.

The article is devoted to the problem of optimizing military spending’s. A comparative analysis of military expenditures and military potential of the Republic of Belarus and neighboring countries — Poland, Ukraine, Lithuania and Latvia is conducted. The characteristics of expenditures on national defense in the Republic of Belarus are given in accordance with the budget classification. The administrators of budgetary funds for section of the budget classification «National Defense» have been named. The structure and dynamics of expenditures of the state budget for national defense, their share in GDP and the consolidated budget of the country are presented. The participation of the republican and local budgets in the financing of national defense expenditures is shown. Attention is focused on the correct use of the concepts of «military budget», «military spending» and «spending on national defense» to identify the military spending of the states of the world for the purpose of comparative analysis.
