Методология и механизм регулирования оплаты труда в условиях экономической трансформации

Abstract

Разработана системная методология регулирования оплаты труда, включающая функции и методологические принципы, учитывающая специфику исследуемой сферы и период экономической трансформации. Разработаны комплексы индикаторов системы регулирования оплаты труда и оценочных показателей Единой тарифной сетки. Уточнены детерминанты минимальной заработной платы и параметров индексации, разработаны многовариантные подходы к построению Единой тарифной сетки, усовершенствована методика определения нормируемой величины фонда заработной платы. Обоснованы направления унификации системы государственного регулирования оплаты труда в рамках формирования Союзного государства, предлагается к использованию заключение международных и территориальных (при участии приграничных регионов) тарифных соглашений. Разработана система показателей оценки эффективности материального стимулирования труда на микроуровне.

The system methodology of wage regulation that includes functions and methodological principles and takes into account the specificity the studied sphere and the period of economic transformation has been developed. The complexes of indicators of the wage regulation system and evaluation parameters of the Unified tariff grid have been developed. The determinants of a minimum wage and parameters of indexing have been verified, the multivariate approaches to the construction of the Unified tariff grid have been developed, the technique of definition of the standardized value of wage fund has been improved. The directions of unification of the system of state wage regulation are substantiated within the framework of the formation of the Union State, the concluding of international and territorial (with the participation of border regions) tariff agreements is suggested for usage. The system of indices for the estimation of efficiency of material labor stimulation on the microlevel is developed.
