Внешние эффекты как фактор отраслевой политики

Abstract

Представлено обоснование экстерналий как критерия разработки стратегии отраслевой политики. Отличительной чертой проведенного анализа является акцент на отраслевых экстерналиях, в том числе выделение отраслевого эффекта масштаба. Более подробно рассмотрено наличие отрицательных внешних эффектов в форме загрязнения окружающей среды как основание для выбора приоритетных видов экономической деятельности в рамках селективной отраслевой политики. Приведена схема интернализации отрицательных отраслевых экстерналий. Показана взаимосвязь экологической и отраслевой политики. Обоснованы предложения по экологизации отраслей национальной экономики, в том числе цель, задачи, принципы, инструменты экологизации и индикаторы оценки эффективности проводимых мероприятий.

The article presents the rationale for externalities as a criterion for developing a industrial policy strategy. A distinctive feature of the analysis is the emphasis on sectoral externalities, including the identification of sectoral scale effects. The presence of negative externalities in the form of environmental pollution as a basis for choosing priority types of economic activity within the framework of selective industrial policy is considered in more detail. A scheme for internalizing negative sectoral externalities is provided. The relationship between environmental and industrial policies is shown. Proposals for greening the sectors of the national economy are substantiated, including the goal, objectives, principles, tools for greening and indicators for assessing the effectiveness of the measures taken.
