Abstract

Research is devoted to the complex analysis of public management issues. There is no indication to the action, but provides guidelines for management improvement. Considerable attention is paid to the analysis of the state in general and in the Republic of Belarus. As the research task the author attempts to evaluate the role of leader in the effective functioning of the state. The comparative characteristic qualities of a leader and manager.
