Международные, национальные индексы и рейтинги: аналитическая оценка инновационной деятельности университетов

Abstract

Рассмотрены и систематизированы индикаторы инновационной деятельности университетов в структуре («вход», «процесс», «выход») международных и страновых индексов оценки инноваций, а также международных и национальных рейтингов. Проведен анализ расходов стран на НИОКР и определены группы показателей Глобального индекса инноваций (GII), в которых находят отражение показатели инновационной деятельности университетов. На этой основе определены рейтинг Республики Беларусь и тенденции в развитии научно-технической и инновационной сферы. Изучены и систематизированы индикаторы ранжирования университетов в международных рейтингах по показателям научно-исследовательской и инновационной деятельности, указаны рейтинги белорусских учреждений высшего образования. Обозначены перспективы и предложены приоритетные направления развития инновационной деятельности белорусских вузов на основе анализа данных международных индексов и рейтингов.

The article considers the indicators of innovative activity of universities in the structure («input», «process», «output») of international and country indices for assessing innovations, as well as international and national rankings. The analysis of countries’ expenditures on R&D has been carried out and the groups of indicators of the Global Innovation Index (GII) and the European Innovation Scoreboard determined, which reflect the indicators of innovative activities of universities. The authors determine the rating of the Republic of Belarus and trends in the development of the scientific, technical and innovative sphere. The ranking indicators of universities in international rankings in terms of research and innovation activities have been studied and systematised. Belarusian universities are indicated in terms of their ranking positions. The authors have outlined the prospects and suggested priority areas for the development of innovative activities of Belarusian universities based on the analysis of data from international indices and ratings.
