Контрактная система в сфере исследований и разработок как механизм совершенствования научной и научно-технической деятельности

Abstract

Рассмотрены перспективы введения контрактной системы в сфере исследований и разработок с учетом принятого Межпарламентской Ассамблеей государств — участников Содружества Независимых Государств модельного закона от 27 ноября 2020 г. «О контрактной системе в сфере исследований и разработок»; выявлены особенности закупок исследований и разработок, предложены новые подходы к финансированию исследований и разработок; разработаны предложения по внедрению в национальную правовую систему контрактной системы в сфере исследований и разработок как нового механизма совершенствования научной и научно-технической деятельности и направления повышения эффективности и рационального использования государственных средств в научной сфере. Сформулированы предложения по обеспечению открытости и прозрачности закупок исследований и разработок, контроля за процедурой таких закупок, конкуренции и исключению коррупции при организации закупок исследований и разработок.

This article discusses the prospects for the introduction of a contract system in the field of research and development, taking into account the model law adopted by the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States of November 27, 2020 «The contract system in the field of research and development»; the features of procurement of research and development are revealed, new approaches to financing research and development are proposed; proposals have been developed for the introduction into the national legal system of the contract system in the field of research and development as a new mechanism for improving scientific and scientific-technical activities and directions for increasing the efficiency and rational use of public funds in the scientific sphere. Proposals have been formulated to ensure the openness and transparency of research and development procurement, control over the procedure for such procurement, competition and the exclusion of corruption in the organization of research and development procurement.
