Эффективность государственного регулирования цен: методы и экономические последствия

Abstract

Представлены результаты изучения механизма регулирования цен в условиях формирующейся рыночной экономики, оценки влияния принятых методов регулирования на достижение экономических интересов субъектов рынка, обзор используемых в Республике Беларусь способов регулирования цен на потребительские товары, продукцию естественных монополий и организаций-доминантов. Авторами обоснована необходимость оценки эффективности принимаемых государством ценовых решений с учетом предложенного комплекса показателей. Всю систему государственного регулирования следует рассматривать в целостности, не отдавая приоритет одному или другому методу. Для рынка потребительских товаров и услуг оценку последствий принимаемых ценовых решений рекомендуется проводить до и после их введения с определением мер поддержки субъектов, включая потребителей.

The author’s research in the chosen area, the article presents the results of studying the mechanism of price regulation in an emerging market economy, assessing the impact of the adopted regulation methods on achieving the economic interests of market entities, an overview of methods used in the Republic of Belarus to regulate prices for consumer goods, products of natural monopolies and organizations-dominants. The authors substantiated the need to assess the effectiveness of price decisions taken by the state, taking into account the proposed set of indicators. The entire system of state regulation should be considered in its entirety, without giving priority to one or the other method. For the market of consumer goods and services, it is recommended to assess the consequences of the price decisions taken before and after their introduction, with the definition of measures to support the subjects, including consumers.
