Снижение энергоемкости машиностроения Республики Беларусь: организационно-экономические аспекты

Abstract

Развитие теоретико-методологических основ эффективного использования энергетических ресурсов в машиностроении: уточнение экономической сущности категорий энергоемкости и энергоэффективности; выявление взаимосвязи данных категорий с другими, определяющими эффективность использования ресурсов; дополнение и систематизация признаков классификации энергоемкости машиностроения по видам; систематизация организационно-экономических факторов снижения энергоемкости продукции машиностроения, что позволяет комплексно оценить уровень энергоэффективности машиностроения и выработать стратегию деятельности предприятия по повышению эффективности использования энергоресурсов; разработана методика количественной оценки влияния организационно-экономических факторов на энергоемкость продукции, позволяющая повысить обоснованность их применения в управлении энергопотреблением и оценить масштаб возможных последствий их воздействия на динамику энергоемкости; разработаны рекомендации по стимулированию повышения энергоэффективности на машиностроительных предприятиях, которые включают новые подходы по стимулированию, что усиливает интерес работников к эффективному использованию ТЭР; разработана система управления энергопотреблением на машиностроительном предприятии, базирующаяся на организационно-экономических факторах, которая позволяет принимать обоснованные управленческие решения и повысить результативность энергопотребления.

Development of theoretical and methodological bases of an effective utilization of power resources in mechanical engineering: specification of economic essence of categories of power consumption; revealing of interrelation of the given categories with others, defining efficiency of use of resources; addition and ordering of signs of classification of power consumption; ordering organizational-economic forces decrease in power consumption of production of mechanical engineering, all these facilitating the determination of the reasons for high level of energy consumption and enabling development of an enterprise strategy on raising energy efficiency; the quantitative evaluation methodology of the influence of organizational and economic factors on energy intensity of products is developed, thus enabling the increase of the relevance of the use of the factors in product energy intensity management as well as the evaluation of the range of eventual consequences of the factors on the change in energy intensity of products; the recommendations on stimulation of the energy efficiency increase are developed, including the criteria and the algorithm of the bonus fund distribution among the departments of an enterprise and among the employees, that participate in fuel and power resources saving; it resulting in the intensification of the actions of the employees of power system management and of an enterprise as a whole directed to energy resources saving; the system of management of effective usage of fuel and power resources on the basis of organizational and economic factors activation is developed, the system consisting of three inherently interrelated parts: management bodies, management elements and subject, and increasing the efficiency of managerial decisions in pursuing the energy efficiency policy of an enterprise.
