Товарищество собственников жилого дома (жилых домов): оценка эффективности и основные тенденции развития в Республике Беларусь

Abstract

Разработка комплексного подхода к определению и оценке эффективности ТС с учетом специфики данных организаций, в рамках которого раскрыты понятия «эффективность создания ТС» и «эффективность функционирования ТС», предложена классификация эффективности ТС и основные критерии оценки; выделение функций государства в обеспечении эффективного развития ТС; разработка методики оценки эффективности создания ТС, включающей совокупность последовательных этапов и методов оценки; разработка методики оценки эффективности функционирования ТС, включающей совокупность абсолютных и относительных показателей оценки бюджетного, экономического, технического и социального эффектов; разработка предложений по преодолению негативных тенденций развития и совершенствованию механизма государственного регулирования ТС в Республике Беларусь.

Working out of the complex approach to the definition and estimation of the HP efficiency, based on the specificity of the given organizations, within which the definitions of the «efficiency of houseowners’ partnership creation» and the «efficiency of houseowners’ partnership functioning» are opened, the classification of the HP efficiency and the basic criterions for the evaluation are offered; highlighting the state's functions in ensuring the effective development of associations of houseowners; development of the methodology for the evaluation of the effectiveness of the HP creation, which includes the complex of consecutive stages and methods of assessment; working out of the technique for the houseowners' associations performance estimation including system of absolute and relative indicators for assessment of the budgetary, economic, technical and social effects; working out of proposals on overcoming of negative tendencies of HP development and improvement of the mechanism of their state regulation in the Republic of Belarus.
