Импортозамещение в условиях малой открытой экономики

Abstract

Предложен теоретический подход к исследованию импортозамещения как направления стимуляции национального производства, включающий авторскую систему классификационных признаков импортозамещения. Его применение позволило разработать стратегию инновационного импортозамещения. Разработана система экономических показателей и эффектов от реализации импортозамещения. На ее основе выявлены особенности, закономерности и последствия импортозамещения в странах с открытой экономикой различных типов, его особенности в странах с малой открытой экономикой, включая Республику Беларусь. Впервые разработаны модель инновационного импортозамещения в странах с малой открытой экономикой с высокой степенью индустриализации, небольшой емкостью рынка и низкой обеспеченностью энергоресурсами, алгоритм ее реализации и сформулированы соответствующие практические рекомендации для Республики Беларусь.

A theoretical approach to studying import substitution as a field, stimulating the national output was put forward. It also incorporates the author's system of the classified features of import substitution. Its application enable to elaborate the strategy of the innovative import substitution. At the same time a system of economic indices was developed, as well as the impact of the implementation of import substitution was substantiated. On the basis of its application were identified: the distinctive features, general rules and consequences of import substitution in the countries with an open economy of different types, the peculiarities of its implementation in the countries with a small open economy, including the Republic of Belarus. For the first time, was developed a model of the innovative import substitution in the countries with a small open economy, characterized by a high degree of industrialization, small market capacity, and low availability of power resources, as well as the algorithm of the implementation of this model. Apart from it, the practical recommendations on the application of this model in the Republic of Belarus were formulated.
