Инициатива «Пояс — путь»: от экономического к гуманитарному порядку

Abstract

Рассматривается китайская внешнеполитическая инициатива «Пояс — путь», выдвинутая председателем Китайской Народной Республики (КНР) Си Цзиньпином в 2013 г. Анализируются основные цели, которые были определены в начале становления данной инициативы, выделяются основные направления ее реализации. В результате анализа программной речи Си Цзиньпина в университете им. Назарбаева были выявлены три блока целей выдвижения инициативы «Пояс — путь»: экономический, политический и культурный. С течением времени данная инициатива трансформировалась из преимущественно экономической в экономико-гуманитарную. В статье выделены основные гуманитарные стратегии реализации инициативы «Пояс — путь», базирующиеся на использовании Китаем концептов «мягкой силы». Автор статьи приходит к выводу, что в настоящее время наблюдается кардинальная трансформация в направлениях реализации инициативы «Пояс—путь», когда гуманитарные стратегии становятся равными по значимости с инвестиционными и торгово-экономическими программами и проектами в реализации этой глобальной внешнеполитической инициативы КНР.

The article provides analysis of the Chinese foreign policy the Belt and Road Initiative that was put forward by the President of the People’s Republic of China (PRC) Xi Jinping in 2013, analyzes the main goals that were identified at the beginning of the formation of this initiative, highlights the main directions of its implementation. After analyzing the keynote speech of Xi Jinping at the Nazarbayev University, the author named three blocks of goals for the Belt and Road Initiative: economic, political and cultural. Over time, this initiative has transformed from amainly economic to an economic and humanitarian initiative. The article also highlights the main humanitarian strategies for the implementation of the Belt and Road Initiative, which are based on China’s use of the concepts of «soft power». The author of the article concludes that at present there is a radical transformation in the directions of the implementation of the Belt and Road Initiative, when humanitarian strategies become equally important with investment and economic programs and projects in the implementation of this global foreign policy initiative of the PRC.
