Особенности внутренней и внешней интернационализации белорусского высшего образования

Abstract

Раскрыты основные черты интернационализации высшего образования в Республике Беларусь. Характеризуются различные стратегии интернационализации, выделенные Организацией экономического сотрудничества и развития, и дается оценка Беларуси. Приводятся результаты авторского социологического исследования методом анкетного опроса, направленного на выявление барьеров и мотивов участия белорусских студентов в процессах академической мобильности. По итогам исследования выделены следующие проблемы: недостаточно высокий уровень информированности белорусских студентов о возможностях академической мобильности, непроработанность вопроса признания обучения студентов за рубежом по международным программам в белорусском вузе, а также риски, связанные с преобладанием иностранных студентов из одной страны. Разработан ряд рекомендаций по улучшению международной деятельности в области образования.

The main features of the internationalization of the higher education in the Republic of Belarus are disclosed. Various strategies of internationalization are described that were singled out by the Organization for Economic Cooperation and Development; from this point of view internationalization of education in Belarus is evaluated. Statistical data on the current export of educational services of Belarus are provided. The findings of the author’s sociological study using a questionnaire method are given that was aimed at identifying barriers and motives for Belarusian students’ participation in academic mobility processes. As a result of the study, the following problems were identified: the insufficient awareness of Belarusian students about the possibilities of academic mobility, the lack of legal framework concerning the recognition by Belarusian universities of student participation in international programs abroad, as well as the risks associated with the predominance of foreign students from one country. A number of recommendations have been developed to improve the international activities in education.
