Эволюция функций денег в контексте формирования и развития платежных систем

Abstract

Выявлены особенности характеристик функций денег в условиях инновационного развития платежных систем в цифровой экономике. Функции денег проранжированы в зависимости от глубины происходящих изменений в их содержании в связи с развитием платежных систем на основные: деньги как средство платежа, деньги как средство обращения, и производные: деньги как средство сбережения, деньги как мера стоимости, информационная, производительная, регулирующая и институциональная функции денег. Доказано, что основным фактором, влияющим на инновационные изменения в денежном обороте и характеристиках функций денег, стало время движения денег в проводящих каналах платежных систем. На основе матричного представления функций денег обоснована зависимость скорости движения денег в платежных системах по стадиям формулы «деньги – товар – деньги» от уровня развития платежных систем. Выявленные закономерности и их динамика указывают на диффузию классических функций денег как средства платежа и средства обращения и производных функций за счет трансформации материальных форм денег в нематериальную информационную форму, присущую платежным системам в цифровой экономике. Доказано, что содержание функций денег не статично во времени и изменяется под воздействием инноваций, носителем которых являются платежные системы. Платежные системы, будучи организационно-технологической оболочкой обращения денег и денежных суррогатов, могут использоваться в качестве вспомогательного механизма денежно-кредитной политики.

There have been identified the specifics of functions of money characteristics in the innovative development of payment systems in the digital economy. Functions of money are ranked depending on the depth of the ongoing changes in their content, in connection with the development of payment systems, into the following main ones: money as a means of payment, money as a means of circulation, and derivatives: money as a store of value, money as a measure of value, information function, productive function, regulatory function and the institutional function of money. It has been stated that the main factor affecting the innovative changes in the money circulation and the characteristics of the functions of money was the time of the money flow in the conducting channels of the payment systems. Based on the matrix concept of the functions of money, there was substantiated the dependence of the money flow speed in the payment systems according to the stages of the formula «money — commodity — money» on the level of payment systems of development. The revealed patterns and their dynamics denote the diffusion of classical functions of money as a means of payment and a means of circulation and derived functions due to the transformation of material forms of money into an intangible information form specific for payment systems in the digital economy. In addition, it was proved that the content of the functions of money is not static in time. It changes under the influence of innovations whose carriers are payment systems. Payment systems, being an organizational and technological shell of money circulation and money substitutes, can be used as an auxiliary mechanism of the monetary policy.
