Роль социальных инноваций в решении социальных проблем: опыт России и Беларуси

Abstract

Анализируется проблема формирования адекватной современным вызовам политики социального государства в России и Беларуси. Показано, что развитие его основ сопряжено с определенными трудностями в обеих странах. В качестве инструмента их нивелирования предлагается использование социальных инноваций. Особое внимание уделено опыту развития социальных инноваций и социального предпринимательства. На основе исследований выявлены основные акторы, источники, драйверы и барьеры реализации социальных инноваций, в частности, социального предпринимательства. Подчеркивается необходимость формирования «экосистемы» социальных инноваций, совершенствования инновационной политики, развития научно-методической базы исследований.

The paper analyses the problem of meeting the current challenges in the social spheres of Russia and Belarus. It is shown that the development of a social state’s fundamentals in both countries encounters certain difficulties. As an instrument of their over coming, suggested is the use of social innovations. Special attention is attributed to the experience of developing social innovations and social entrepreneurship. Based on the researches done, there were identified the main factors, sources, drivers, and obstacles of social innovations implementation, in particular, those of social entrepreneurship. Emphasized is the necessity of forming an ecosystem of social innovations, as well as that of improving innovations policy and development of scholarly-methodological base of researches.
