Многоуровневое экономическое интеграционное проектирование и интеграционная политика в современных условиях

Abstract

Рассмотрены тенденции развития и структура мировой интеграционной системы, формирование которых происходит как под воздействием объективных факторов, так и на основе принятия решений в странах и интеграционных объединениях. Показано, что в условиях формирования гибкой сетевой системы связей в геоэкономике необходимо управляемое встраивание Республики Беларусь в многоуровневые интеграционные сети. Выявлены цели, задачи, виды и направления интеграционной политики страны, определены понятие и этапы экономического интеграционного проектирования для ее реализации. Предлагаемый подход, основанный на системной инженерии, теории жизненного цикла систем, теории принятия решений, позволит более гибко и адекватно отражать сложную структуру и динамику международной экономической интеграции, эффективно решать возникающие проблемы, полнее учитывать интересы страны и требования заинтересованных сторон.

The paper discusses the world integration system’s development trends and structure whose formation occurs both due to objective factors as well as on the basis of making decisions in the countries and integration associations. It is shown that in the context of forming a flexible network communication system in geo-economy, it is necessary to have a governed incorporation of the Republic of Belarus into multilevel integration networks. Identified are the goals, objectives, types, and directions of the country’s integration policy. Defined are the concept and stages of the economic integration designing for its further implementation. The suggested approach based on systemic engineering, theory of the systems’ life cycle, and theory of decision making will enable to reflect the complex structure and dynamics of international economic integration more flexibly and adequately. In addition, it will make it possible to solve the problems in place more effectively as well as take into account the country’s priorities and the stakeholders’ requirements more comprehensively.
