dc.description.abstractProblematic aspects of sealing construction of attractive investment areas are viewed. The parallels between the processes of urban development in Russia and Ukraine are made. The problems arising in the course of infill development in urban areas, compliance with town planning point of building standards are considered. Since the sealing buildings leads to a deterioration in the quality of living for residents of houses adjacent to the construction site, and their conflicts with developers, the conditions that must be met before obtaining the developer permission to start construction are considered. The economic sanctions against the developer for violating the rules of town planning are proposed.ru_RU
