Обеспечение эффективности государственной поддержки инвестиционных проектов

Abstract

Исследуется проблема обеспечения эффективности инвестиционных проектов, реализуемых с оказанием государственной поддержки в целях развития экономики и общества. Известные положительные эффекты государственной поддержки рассматриваются наряду с примерами ее негативного влияния на развитие рыночной экономики. С целью рационализации подготовки соответствующих решений в статье уточняется определение и условия эффективности государственной поддержки общественно значимых инвестиционных проектов, предлагается концепция поддержки подобных проектов и модель обеспечения их экономической эффективности. Условием необходимости такой поддержки выступает экономическая эффективность проекта с учетом предназначенных для этого финансовых затрат. Концепция предусматривает отбор проектов, соответствующих приоритетам устойчивого развития и критериям общественной значимости, а модель – последовательность действий по подготовке и реализации решения о поддержке проекта, формирующих условия для достижения его экономической эффективности под влиянием конкуренции и частного интереса.

The article considers the problem of providing the efficiency of investment projects implemented with state support aimed at developing the economy and society. Well known positive effects of state support are considered alongside with examples of its negative impact on the development of market economy. With the purpose of rationalizing the preparation of the respective decisions, the article specifies the definition and terms of the state support to socially important projects. Suggested is the concept of supporting such projects and the model of providing their economic efficiency. As a condition for the necessity of such support, suggested is the project’s economic efficiency, given the financial costs envisaged for it. The concept stipulates a selection of projects corresponding to the priorities of sustainable development and the criteria of social importance, whereas the model stipulates a set of actions aimed at preparing and implementing the decision to support the project, which form the conditions to achieve its economic efficiency under the impact of competitiveness and private motivation.
