Институциональная модель государственно-частного партнерства и возможности ее адаптации в национальной экономике

Abstract

Обоснована актуальность государственно-частного партнерства; приводится его теоретическая модель, включающая основные группы участников, их мотивы и функции при реализации ГЧП-проектов. Дается описание элементов ГЧП-среды, в том числе описание ее специфических факторов (наличие законодательной базы в сфере ГЧП и специализированных ГЧП-институтов, благоприятной политики правительства в этой сфере). Выявлены предпосылки применения ГЧП в Республике Беларусь, обосновывается целесообразность его развития в национальной экономике. Предлагается национальная ГЧП-модель, а также практические рекомендации по развитию среды для эффективного функционирования государственно-частного партнерства в стране.

Substantiates the relevance of public-private partnership and contains its theoretical model which includes the main groups of the parties, as well as their incentives and functions in implementing PPP projects. Provided is the description of the PPP environment, including the description of its specific factors (availability of regulations in the sphere of PPP and specialized PPP institutions, as well as the government’s favorable policy in this sphere). The paper reveals the prerequisites for applying PPP in the Republic of Belarus and determined the expediency of its development in the national economy. Suggested are the national PPP-model and the practical recommendations on developing the environment for public-private partnership’s effective performance in the country.
