Ethics and law in the context of e-government in the People’s Republic of China

Abstract

This report clarifies the definition of the interactive relationship between ethics and law in China’s e-government construction and identifies and analyzes their core characteristics and coordinated operation mechanisms. Emphasis is placed on the systemic issues of ethical norm imperfection and legal system adaptation lag in the process of China’s egovernment development, as well as the practical dilemmas brought by technological iteration (such as big data and artificial intelligence).
