Résumé: This report clarifies the definition of the preliminary stage of fire scene inspection and identifies and analyzes its main characteristics. Emphasis was placed on the systemic issue of inadequate regulation of the investigation stage in legislation in many countries, including the Republic of Belarus and member states of the European Economic Union.
