Концептуальные основы формирования внешнеэкономической политики Республики Беларусь

Abstract

В качестве приоритетной сферы развития экономики Республики Беларусь определена система внешнеэкономических отношений. Исходя из накопленного социально-экономического потенциала республики, а также используя мировой опыт сходных по своим макроэкономическим параметрам стран, предложена внешнеэкономическая модель развития Республики Беларусь как "малой индустриальной страны". Исследована проблема сценариев включения экономики республику в международное разделение труда и региональной ориентации данного процесса. Предложена принципиальная основа построения внешнеэкономической политики Республики Беларусь в условиях переходного периода к "открытой" экономики и меры по ее реализации. Исследована проблема содержания и функций внешнеэкономической деятельности суверенного государства, субъектной структуры внешнеэкономических связей в условиях либерализации экономики. Подтверждена закономерность соответствия целей внешнеэкономической политики государства и механизма ее реализации. Предложен конкретный инструментарий (механизм, таможенных тарифов, механизм валютных курсов : механизм платежного баланса) косвенного государственного регулирования процесса "открывания" экономики Республики Беларусь.

The system of external economic relations has been determined to be a priority of development of the economy of the Republic of Belarus. Proceeding from the piled up social and economic potential of the Republic as well as the world experience of the countries, similar in their macroeconomic parameters, we have suggested an external economic model of development of the Republic of Belarus as a "small industrial country". The ways of including the economy of the Republic into the international division of labour and the problem of regional orientation of the given process have been examined. The fundamental basis of the foreign economic policy of the Republic of Belarus in the conditions of the transition period towards the "open" economy and the measures aimed at carrying it out have been suggested. The problems of the contents and functions of the external economic activities of the sovereign state, the subject structure of external economic links in the conditions of the liberalization of the economy have been examined. The conformity of the objectives of the extarmal economic policy of the state to the mechanism of its earring out has been confirmed. The concrete instruments (customs tariffs, mechanism of currency exchange rate and balance of payments) for the indirect government regulation of the process of the "opening up" of the economy of the Republic of Belarus have been proposed.
