Компаративный анализ содержания промышленной политики и практика ее реализации в Республике Беларусь

Abstract

Рассматриваются содержание и проблемы применения промышленной политики в Республике Беларусь. Цель статьи — систематизация теоретических основ и анализ практики реализации промышленной политики в Беларуси. Систематизация мнений авторов научных трудов позволила сформулировать общий подход и показать мнения специалистов относительно сути промышленной политики. В статье акцентируется внимание не только на различных сторонах понятия «промышленная политика», но и на системе, в которой она применяется. Несмотря на множество мнений по данному вопросу, показано, что подход по обоснованию промышленной политики не учитывает уровень развития и степень готовности промышленного комплекса как системы в целом. В основной массе подходов предполагается следующее: сама система функционирует настолько эффективно, что в ней с незначительными реформами может быть применен опыт или инструменты практически любой промышленно развитой страны. При этом в качестве оценки функционирования промышленного комплекса в таких условиях предлагается использовать результирующие показатели эффективности предпринимательской деятельности. Автор обосновывает, что подобный подход в совокупности с организацией функционирования хотя бы части адаптированных к рынку промышленных предприятий, вместо качественной реорганизации функционирования промышленного комплекса страны, малоэффективен и в перспективе не позволит создать значимые для развития экономики страны производства.

The article considers the contents and problems of the application of the industrial policy in the Republic of Belarus. The objective of the article is to systematize the theoretical foundations and analyze the practice of implementing the industrial policy in the Republic of Belarus. The systematization of the opinions of the authors of academic papers made it possible to formulate a general approach and present the views of specialists regarding the essence of industrial policy. The article focuses not only on the various aspects of the concept of «industrial policy», but also on the system in which it is ap-plied. It is shown that, despite the multitude of opinions on this issue, the approach to substantiate the industrial policy does not take into account the level of development and the degree of readiness of the industrial complex as a system as a whole. Most of the approaches proceed from the fact that the system itself functions so effectively that, with minor reforms, the experience or tools of almost any industrialized country can be applied in it. At the same time, it is proposed to use the resulting indicators of the efficiency of entrepreneurial activity as an assessment of the functioning of the industrial complex in such conditions. The author substantiates that such an approach in conjunction with the organization of the operation of at least part of the industrial enterprises adapted to the market, instead of a qualitative reorganization of the functioning of the industrial complex of the country, is ineffective and in the future will not allow to create production facilities significant for the development of the country’s economy.
