dc.description.abstract	The paper draws attention to the fact that the world community will take a worthy place only those countries that choose an innovative way of development. To create an effective innovation policy should focus more on the forwardlooking indicators and calculations determining the accuracy of the forecast. We study the theoretical foundations of innovation, innovation-based economy and innovation policy, the methodological problems of forecasting the indicators used in the formation of innovative policy, carried forward calculation of indicators.	ru_RU
