Осмысление феномена культурной дипломатии в контексте политики «мягкой силы»

Abstract

Рассматриваются место и роль «культурной дипломатии» в системе международных отношений. Раскрывается историческая ретроспектива становления данного направления дипломатии. Внимание концентрируется на осмыслении феномена «культурная дипломатия» через призму политики «мягкой силы». Объясняется соотношение культурной и публичной дипломатии как форм реализации политики «мягкой силы». Приводятся примеры научного осмысления политического термина «мягкая сила», а именно: концепции интегральных шкал, объясняющей разность применения жесткого и мягкого полюса действия силы в международных отношениях, концепции множественных шкал, объясняющей необходимость использования так называемых интегральных инструментов, определяющих систему координат анализа политики «мягкой силы». В контексте осмысления данного направления политики рассматриваются конструктивно-критические и деструктивные дискуссии его теоретической интерпретации.

The article considers the place and role of «cultural diplomacy» in the system of international relations. The historical retrospective of the formation of this direction of diplomacy is revealed. The attention is focused on the conceptualization of the phenomenon of «cultural diplomacy» through the prism of «soft power» policy. The correlation between cultural and public diplomacy as forms of the «soft power» policy implementation is explained. Examples of scholarly conceptualization of the political term «soft power» are given, i. e. the concept of integral scales which explains the difference between the application of hard and soft poles of force in international relations, the concept of multiple scales which explains the necessity of using the socalled integral tools that define the system of coordinates for analyzing the policy of «soft power». Constructive critical and destructive discussions of its theoretical interpretation are considered in the context of understanding this policy direction.
