Институты и инновации в государственном секторе: факторы взаимодействия в условиях современных вызовов

Abstract

Рассмотрены задачи Государственной программы инновационного развития Республики Беларусь на 2021–2025 гг. и роль институциональных условий в их реализации. Проведен анализ позиционирования страны в Глобальном инновационном индексе, выявлены особенности позиционирования стран Восточной Европы и Беларуси и обозначено значение институциональных условий инновационного развития в динамике международных рейтингов стран. В работе определены факторы, определяющие неопределенность современного экономического развития, и доказана необходимость инноваций в государственном секторе экономики, что позволит повысить эффективность государственного управления в условиях современных вызовов и обеспечит качество институционального строительства инновационной экономики.

The article considers the tasks of the State Program for Innovative Development of the Republic of Belarus for 2021–2025. and the role of institutional conditions in their implementation. The positioning of the country in the Global Innovation Index was analyzed, the peculiarities of the positioning of the countries of Eastern Europe and Belarus were identified, and the significance of the institutional conditions for innovative development in the dynamics of international rankings of countries was indicated. The paper identifies the factors that determine the uncertainty of modern economic development and proves the need for innovation in the public sector of the economy, which will improve the efficiency of public administration in the face of modern challenges and ensure the quality of institutional building of an innovative economy.
