Оценка синергетической активности валютной системы

Abstract

Представленная авторская методика основана на адаптации автором для исследования эффективности валютной политики синергетической модели Г. П. Потапова, используемой для анализа и прогноза поведения социально-экономической системы с учетом воздействия на нее информации как управленческого фактора. Методика подразумевает применение авторского показателя «синергетическая активность валютной системы» (САВС), позволяющего оценить эффективность политики регулятора по управлению информационными свойствами валютной системы, другими словами, эффективность политики регулятора по минимизации фактора неопределенности будущего в функционировании валютной системы. Рост данного показателя указывает на недостаточность использования информации как ресурса с целью снижения степени энтропии валютной системы как меры ее устойчивости. Апробация методики позволила спрогнозировать параметры валютной системы Республики Беларусь в краткосрочной и среднесрочной перспективе; проанализировать эффективность мер Национального банка по минимизации фактора неопределенности будущего в функционировании национальной валютной системы, проанализировать влияние синергетической активности валютной системы на формирование факторов конкурентоспособности национальной экономики Республики Беларусь.

The author's methods presented in the article are based on the adaptation to the study of foreign exchange policy effectiveness of G. P. Potapov’s synergetic model used to analyze and forecast the behavior of the socio-economic system, taking into account the impact of information as a management factor on it. The methods involve the application of the author's indicator "currency system synergetic activity", allowing to assess the effectiveness of the regulator's policy to manage the information properties of the currency system, in other words, the effectiveness of the regulator's policy to minimize the uncertainty factor of the future in the functioning of the currency system. The growth of this indicator means insufficient use of information as a resource in order to reduce the degree of entropy of the currency system as a measure of its stability. The validation of the methods makes it possible to predict the parameters of the currency system of the Republic of Belarus in the short and medium term; to analyze the effectiveness of the National Bank's measures to minimize the uncertainty factor of the future in the functioning of the national currency system; to analyze the influence of the synergistic activity of the currency system on the formation of factors of competitiveness of the national economy of the Republic of Belarus.
