Интеллектуальные ресурсы в национальной экономике

Abstract

Проанализированы трактовки, структура, свойства и функции интеллектуальных ресурсов как экономической категории. Определена их роль в национальной экономике. Выявлено, что в постиндустриальном обществе интеллектуальные ресурсы составляют базовую основу всех процессов модернизации общественного производства. Показано, что важнейшими факторами формирования и развития интеллектуальных ресурсов в современных условиях выступают высшее образование, наука и инновационная деятельность. Охарактеризованы особенности воспроизводства интеллектуальных ресурсов в национальной экономике Республики Беларусь в контексте реализации модели «Беларусь Интеллектуальная», совершенствования научно-образовательной и предпринимательской роли университетов, развития кадрового потенциала науки и повышения наукоемкости ВВП.

The article analyzes the interpretation, structure, properties and functions of intellectual resources as an economic category. Their role in the national economy is identified. It was revealed that in a post-industrial society, intellectual resources constitute the basic foundation for all processes of modernization of social production. It is shown that the most important factors in the formation and development of intellectual resources under modern conditions are higher education, science and innovation. The article characterizes the features of the reproduction of intellectual resources in the national economy of the Republic of Belarus in the context of the implementation of the «Intellectual Belarus» model, enhancement of the scientific, educational and entrepreneurial role of universities, development of human resources in science and an increase in the research intensity of GDP.
