Таможенные пошлины — регулятор внешнеэкономической деятельности и элемент финансового механизма Евразийского экономического союза

Abstract

Раскрываются теоретические основы таможенных пошлин и проводится анализ практики их применения. Подчеркнуто значение таможенных пошлин в создании таможенной территории Евразийского экономического союза (ЕАЭС) и бюджете государств — членов ЕАЭС. Показаны особенности механизма зачисления и распределения таможенных пошлин на таможенной территории ЕАЭС. Выделяется особая роль таможенных пошлин в эффективном функционировании таможенной территории ЕАЭС. Обосновывается необходимость выделения интеграционной функции таможенных пошлин, выступившей финансовым инструментом объединения таможенных территорий государств — членов ЕАЭС в единую таможенную территорию ЕАЭС посредством механизма зачисления и распределения ввозных таможенных пошлин.

The article discloses the theoretical framework of customs duties and analyzes the practice of its application. The importance of customs duties in the establishment of the customs territory of the Eurasian Economic Union (EAEU) and in budgets of the EAEU member-states is emphasized. The peculiarities of the mechanism of depositing and distribution of the customs duties within the customs territory of the EAEU are shown. The specific role of the customs duties in effective operation of the EAEU customs territory is highlighted. The necessity is grounded to isolate the integrational function of the customs duties acting as a financial instrument in uniting the customs territories of the member states into a single EAEU customs territory by means of the mechanism of depositing and distribution of customs duties.
