The article presents the author´s systematization of determinants of transformation of state housing policy in the sphere of providing citizens with housing. The aim of the study is to develop a systematic classification of these determinants, which creates a basis for diagnosing the moments when the potential of the current paradigm is exhausted. It is shown that existing scientific approaches (fiscal-budgetary, institutional-administrative, social, affordability-oriented) fragment the understanding of factors of change, and attempts to combine them face the lack of a common systemforming criterion. To overcome this fragmentation, it is proposed to classify determinants according to the main spheres of public life. Based on this criterion, five groups of factors are identified: economic, financial, socio-demographic, legal (institutional), technological and environmental. The analysis reveals that the identified factors do not operate in isolation but form a system of «pressure for change»: economic and financial challenges create external constraints, socio-demographic changes expose the crisis of the resource model, institutional barriers block adaptation, and technological and environmental imperatives set new requirements for housing quality. It is concluded that the combined effect of these factors makes qualitative transformation of state housing policy an objective necessity to maintain its effectiveness and social legitimacy. The research results can be used in the development of strategic documents in the housing sphere and in further empirical research. |
