Анализ направлений государственной финансовой поддержки организаций агропромышленного комплекса Республики Беларусь

Abstract

Представлены результаты анализа государственной финансовой поддержки организаций агропромышленного комплекса Республики Беларусь в разрезе источников финансирования за 2021–2025 годы. Представлен также анализ выполнения основных финансово-экономических показателей – индикаторов эффективности господдержки. Выявлен ряд проблем, связанных с исполнением обязательств, увеличением доли убыточных сельскохозяйственных организаций и др., что требует совершенствования мер государственной поддержки, как на уровне планирования бюджетных средств, так и при исполнении бюджета.

The article presents the results of an analysis of state financial support for agro-industrial organizations of the Republic of Belarus, which is carried out within the framework of the State Programme “Agrarian Business” for 2021–2025. The Programme defines the financial provision for the activities of its subprogrammes, as well as the goals, objectives, and performance indicators of state support funded from the republican and local budgets. Priority directions of state support for the implementation of the subprogrammes and the sources of their financing are identified. The article presents an analysis of the fulfilment of key financial and economic indicators–the performance indicators of state support. A number of problems have been revealed, including issues related to the fulfilment of obligations, an increase in the share of unprofitable agricultural organizations, and others, which require improvements to state support measures both at the stage of budget planning and during budget execution.
