Abstract: Еще раз статья заставляет задуматься о смыслах и мотивах ученых. В ней приводится анализ факторов, влияющих на решения о релокации за рубеж. На основе биографических примеров выдающихся ученых показано, что большее значение, чем заработная плата, в принятых решениях имели обеспеченность лабораторными условиями, организационные условия работы, возможность самореализации и профессионального роста, политическая и личная безопасность. Автором обосновывается вывод о необходимости комплексной государственной политики, сочетающей обеспечение конкурентного вознаграждения с развитием научной инфраструктуры и формированием благоприятной институциональной среды.
This article prompts renewed reflection on the meanings and motives of scientists. It analyzes the factors influencing decisions to relocate abroad. Based on biographical examples of outstanding scientists, it is shown that laboratory facilities, organizational working conditions, opportunities for selfrealization and professional growth, and political and personal security were more important in these decisions than salary. The author argues for the need for a comprehensive public policy that combines competitive compensation with the development of scientific infrastructure and the creation of a favorable institutional environment.
