Методологический подход к оценке конкурентоспособности национальной киберфизической экосистемы в экономическом киберфизическом пространстве

Abstract

Целью исследования является обоснование управляемых факторов конкурентоспособности национальной киберфизической экосистемы в условиях формирования экономического киберфизического пространства. В статье рассматривается методологический подход с обоснованием новых экономических критериев конкурентоспособности национальных систем в условиях глобальной смены производственной парадигмы, предусматривающий интеграцию человеческого и цифрового капитала, исполнительных машин и механизмов в формировании конкурентного потенциала и его реализацию в условиях цифровой глобализации. Предложенный подход включает три метода экономической оценки, позволяющих на основе стоимостных показателей межотраслевого баланса измерять национальные конкурентные преимущества по динамике и глубине интеграции человеческого и цифрового капитала в производственные сферы экономики с возможностью их оценки в международном сопоставлении. Практическая значимость предложенного методологического подхода в условиях экономических санкций и технологического эмбарго обусловлена возможностью проведения мониторинга мероприятий Государственной программы «Цифровое развитие Беларуси» на 2021—2025 гг., научным обоснованием критериев стратегического прогнозирования и планирования для управления цифровым развитием страны в обозримом будущем.

In the global environment, digital transformation is a requirement of the time, and international competition is a powerful motivating factor for building up national digital capital due to the introduction of cyber—physical production systems into the economy and their integration. The purpose of this scientific research is to substantiate the controlled factors of competitiveness of the national cyberphysical ecosystem in the conditions of formation of the economic cyberphysical space. The article proposes a methodological approach to substantiate new economic criteria for the competitiveness of national systems in the context of a global change in the production paradigm, providing for the integration of human and digital capital, executive machines and mechanisms in the formation of competitive potential and its implementation in the context of digital globalization. The proposed approach includes three methods of economic assessment that allow, based on the cost indicators of the intersectoral balance, to measure national competitive advantages in terms of dynamics and depth of integration of human and digital capital into the productive sectors of the economy with the possibility of their assessment in international comparison. The practical significance of the proposed methodological approach in the context of economic sanctions and technological embargoes is due to the possibility of monitoring the activities of the State Program “Digital Development of Belarus” for 2021-2025, scientific justification of criteria for strategic forecasting and planning for managing the country’s digital development in the foreseeable future.
