Противоречия и риски экономической политики в контексте содействия структурным преобразованиям и росту производительности

Abstract

Рассмотрены основные противоречия проводимой в Республике Беларусь экономической политики, сдерживающие процесс структурной трансформации экономики и рост производительности в условиях нарастающих внешних ограничений и усиливающегося санкционного давления. Предложен подход к анализу риск-образующих факторов экономической политики с позиций воздействия ее мер на структурные преобразования. Выделены риски, связанные с ресурсной обеспеченностью структурных изменений и эффективностью реаллокации ресурсов, проанализированы их возможные макроэкономические последствия. Рассмотрены основные направления макрофинансового регулирования, способствующие прогрессивным сдвигам в структуре экономики и росту ее производительности.

The article examines the main contradictions of the economic policy pursued in the Republic of Belarus, which are hindering the process of structural transformation of the economy and the growth of its productivity in the context of growing external restrictions and increasing sanctions pressure. The author proposes an approach to the analysis of risk-generating factors of economic policy from the standpoint of the impact of its measures on structural transformations. The risks associated with the resource supply of structural changes and the efficiency of resources reallocation are highlighted, and their possible macroeconomic consequences are analyzed. The main directions of macrofinancial regulation that contribute to progressive changes in the structure of the economy and the growth of its productivity are considered.
