Особенности формирования и применения инструментов денежно-кредитного регулирования (на примере Республики Беларусь)

Abstract

Проводится комплексное исследование особенностей формирования и применения инструментов денежно-кредитного регулирования Республики Беларусь, обоснованы перспективы их развития, а именно: определены новые принципы построения взаимоотношений Национального банка и банков - первичных инвесторов на рынке государственных ценных бумаг, разработан механизм поддержания банками - первичными инвесторами ликвидности этих ценных бумаг, разработана методика расчета стоимости закладываемых ценных бумаг для получения кредитов банками, уточнено определение понятия операций центрального банка на рынке ценных бумаг как инструмента денежно-кредитного регулирования Республики Беларусь.

A comprehensive a complex research of the peculiarities of formation and application of monetary regulation instruments of the Republic of Belarus is carried out and prospects of their development are substantiated, in particular: new principles of relationship on the government securities market between the National Bank of the Republic of Belarus and banks that are primary investors are determined; a mechanism of maintaining liquidity of these securities by banks that are primary investors is developed; the methods of calculating the price for securities that are pledged by banks to receive credits are developed; the definition of operations conducted by the central bank on the securities market as a monetary regulation instrument in the Republic of Belarus is defined more exactly.
