Тенденции финансирования инфраструктурных проектов государственно-частного партнерства в зарубежной практике

Abstract

Раскрыты теоретические основы реализации проектов государственно-частного партнерства (ГЧП) в зарубежной практике и обоснованы направления и перспективы развития данного вида партнерства в Республике Беларусь. Определено, что существует корреляция между уровнем социально-экономического развития страны и приоритетными отраслями для реализации проектов государственно-частного партнерства. В экономически развитых странах уделяется больше внимания социальной сфере (здравоохранение, образование), в развивающихся странах проекты ГЧП преимущественно направлены на развитие транспортной и энергетической инфраструктур. Приоритетным направлением реализации проектов ГЧП является: развитие инфраструктуры в сфере здравоохранения, образования, науки и инноваций, культуры. Перспективным направлением развития ГЧП также является реконструкция промышленных зданий и сооружений на основе ревитализации.

The article reveals the theoretical foundation for the implementation of public-private partnership (PPP) projects in international practices and substantiates directions and prospects of this kind of partnership in the Republic of Belarus. It is found that there exists a correlation between the level of socioeconomic development of the country and the priority industries for the implementation of PPP projects. In economically developed countries more attention is paid to the social sphere (healthcare, education). In developing countries, the PPP projects are primarily aimed at the development of transport and energy infrastructure. The priority area for the implementation of PPP projects is the development of infrastructure in the field of healthcare, education, science and innovation, culture. A promising direction for the development of PPP is also the reconstruction of industrial buildings and structures based on revitalization.
