Алгоритмизация процесса обоснования стабилизационных решений

Abstract

Исследована алгоритмизация процессов, операций и действий групп должностных лиц, ответственных за принятие структурообразующих решений по вычленению взаимосвязей и противоречий функционирования организационно-экономического механизма стабилизации отношений контролируемой открытой системы. Предлагается концепция двухуровневого алгоритма, соединившего в себе концептуально-методическую и прикладную части наработки и принятия решения о стабилизирующем воздействии. Предлагаемая схема — продукт синтеза системного и процессного подходов в контексте необходимости выхода на сценарную интерпретацию развития — заложена в основу проведения мониторинга развития потребительского рынка Республики Беларусь Министерством антимонопольного регулирования и торговли.

The article examines algorithmization of the processes, operations and actions of the groups of officials responsible for making structural decisions to identify the relationships and contradictions in the operation of the organizational and economic mechanism for stabilizing relations of a controlled open system. The concept is suggested of the two-level algorithm that combines conceptual, methodological and applied parts of elaborating and making decisions. The proposed scheme is a product of the synthesis of the system and process approaches in the context of the need to move to the scenario interpretation of development, and forms the basis for monitoring the development of the consumer market of the Republic of Belarus by the Ministry of Antimonopoly Regulation and Trade.
