Готовые технологические знания для экономик догоняющего развития

Abstract

Изложен взгляд на стратегические возможности и ограничения, которые предоставляет странам догоняющего развития заимствование готовых технологических решений у транснациональных корпораций. Опыт государств данного типа демонстрирует наличие определенной связи между уровнем либерализации внешней торговли в части условий доступа ТНК на внутренний рынок и результатами научно-технической, промышленной и инновационной политики. Показано состояние и перспективы для Беларуси импорта овеществленных технологий.

The article describes the view at the strategic opportunities and limitations offered to «catch-up» countries by borrowing ready technological solutions from transnational corporations (TNCs). The experience of developing countries, we briefly discuss by the example of East Asia and Latin America, demonstrates the presence of a definite connection between the level of trade liberalization in terms of TNCs access conditions on the domestic market, and the results of scientific, technical, industrial and innovation policy. It is shown that the Republic of Belarus, which is before the choice of industrial development priorities, has both a certain similarity with the countries of these regions, as well as significant differences in terms of tasks and structure of the industry complex, the level of scientific and technological development and characteristics of industrial markets.
