Механизмы государственного участия в реализации инвестиционных проектов

Abstract

В статье исследуется проблема эффективной оценки и отбора инвестиционных проектов с участием государства. Рассмотрена роль государства в реализации проекта, дается оценка эффективности используемых форм государственной поддержки. Проведен анализ критериев, применяемых при принятии решения о выделении государственной помощи, отмечены их особенности, требующие более тщательной проработки. С целью более качественного отбора инвестиционных проектов предложено руководствоваться принципами бюджетной эффективности, что позволит определить оптимальную форму и выделяемую сумму государственной поддержки.

The article discusses the issue of the efficient assessment and selection of the investment project with the government involvement. Considered is the role of the state in the implementation of the project. Assessed is the efficiency of the applied forms of state support. Analyzed are the criteria applied in making a decision on allocating budget funds. Denoted are the specifics that require a more thorough development. With the purpose of a high quality selection of the investment projects, it was suggested that the principles of budget efficiency be applied, which will enable to fix an optimal form and the amount of the state support.
