Концепция «зеленой экономики» и возможности ее реализации в условиях Республики Беларусь

Abstract

В статье рассматривается содержание концепции «зеленой экономики» как одного из наиболее эффективных инструментов обеспечения устойчивости развития, анализируется ее взаимосвязь с различными экономическими дисциплинами, подчеркивается прикладной характер. Особое внимание уделяется подходам к построению оценочной системы. С учетом незавершенности упомянутой концепции и ввиду отсутствия общепринятой методики набор показателей оценки предлагается формировать исходя из приоритетов конкретной страны в реализации политики устойчивого развития. По результатам анализа существующих подходов и с учетом структурных особенностей национальной экономики предлагаются отраслевые и институциональные меры по развитию «зеленой экономики» в Республике Беларусь.

The article considers the content of the «green economy» concept as one of the most effective instruments of providing sustainable development. Analyzed is its interconnection with various economic disciplines, and emphasized is its applied nature. A special focus is made on the approaches to building an assessment system. Given the incompleteness of the above mentioned concept and the lack of a generally accepted methodology, it is suggested that a set of assessment indicators be formed based on the specific country’s priorities in the implementation of the sustainable development policy. On the basis of the analysis of the current approaches, and given the national economy’s structural specifics, suggested are sectoral and institutional measures on developing the «green economy» in the Republic of Belarus.
