Методика оценки уровня цифровой трансформации транспортной отрасли

Abstract

Исследуются методические основы оценки результативности цифровой трансформации транспортной отрасли. Обозначены сложившиеся подходы к оценке уровня цифрового развития и выделены их слабые и сильные стороны. С учетом отмеченных недостатков разработана специфическая методика, обеспечивающая определение уровня цифровой трансформации транспортной отрасли с высокой степенью объективности, обусловленной оценкой исключительно фактических результатов внедрения цифровых инструментов. Обосновано применение матрицы результативности цифровой трансформации, отражающей позиции национальных транспортных компаний в сопоставлении со странами со схожей экономикой или странами, включенными в единое интеграционное объединение. Сделаны обобщающие выводы и определены возможности практического использования методики.

The article examines the methodological foundations for evaluating the effectiveness of the digital transformation of the transport industry. Within the boundaries of the study, the existing approaches to assessing the level of digital development are identified and their strengths and weaknesses are highlighted. Taking into account the identified shortcomings, a specific methodology has been developed that ensures the determination of the level of digital transformation of the transportation industry with a high degree of objectivity, due to the assessment of only the actual results of the introduction of digital tools. Application of the digital transformation performance matrix is substantiated, which reflects the positions of national transport companies in comparison with the countries with similar economies or countries included in a single integration association. Conclusions are made and opportunities are determined for practical use of the methodology concerned.
