Examples can be found in different countries all over the world: "Bangalore" in India, "Silicon Valley" in the USA, "Montpellier" in France, "BioValley" in Europe. There are some potential regional clusters in Russia, but there are no researches in that area. The formation and development of clusters is estimated as an important competitive advantage of modern economy, which provides a synergistic effect. A business cluster is a geographic concentration of interconnected businesses, suppliers, and associated institutions in a particular field. Clusters are considered to increase the productivity with which companies can compete, nationally and globally. In urban studies, the term agglomeration is used. Clusters are also very important aspects of strategic management. In order to promote competitiveness of the Republic of Sakha (Yakutia) we are proposed to use the cluster policy from a regional perspective. The main focus should be on the manufacturing industries which has a weak development.
