Title: Small Business in Lebanon: Financial Aspects Authors: Hossein Karaki; Хусейн Караки Abstract: The main objective of the article is to describe the context of the small Lebanese companies, their characteristics as well as their constraints which jeopardize their evolution. It places particular emphasis on the financial problems that arise in terms of business loans and drive businesses to search for new sources of financing. The article is divided into three parts. The first part presents definitions and characteristics of small businesses in Lebanon. The second section analyzes small businesses in the Lebanese context. The third section discusses the main impediments that block the development of SMEs in Lebanon, while focusing on financing issues.; Основная цель статьи — описать контекст небольших ливанских компаний, их характеристики, а также ограничения, которые ставят под угрозу их эволюцию. Особое внимание уделяется финансовым проблемам, возникающим с точки зрения коммерческих кредитов, которые побуждают их искать новые источники финансирования. Статья разделена на три части. В первой представлены определения и характеристики малых предприятий в Ливане. Во второй анализируется малый бизнес в ливанском контексте. В третьей рассматриваются основные препятствия, мешающие развитию МСП в Ливане, при этом основное внимание уделяется вопросам финансирования.

Abstract: В работе анализируются положения понятия коллизионной гибкости в международном частном праве: рассмотрены варианты проявления гибкости в трансграничных правоотношениях, осложненных иностранным элементом; установлено тождество понятия правовой гибкости с отдельными институтами международного частного права; рассмотрена категория тесной связи применительно к юриспруденции и праву в целом. Дана характеристика тесной связи и установлены формы ее закрепления в праве; определена этимология понятия тесной связи на основе грамматического толкования данной категории; отмечена проблема понимания гибкой коллизионной нормы; установлено содержание, лежащее в основе коллизионной нормы применительно к международному частному праву; выявлены роль и функция коллизионной привязки в международном частном праве; изучены и определены границы судебного усмотрения, выработано авторское определение термина. Предложен современный взгляд на трактовку дефиниций основных аспектов гибкого регулирования в международном частном праве.; The paper analyzes the provisions of the concept of conflict of laws flexibility in private international law. The options for the manifestation of flexibility in cross-border legal relations complicated by a foreign element are considered. The identity is established of the concept of legal flexibility with individual institutions of private international law. The category of close relationship is considered with respect to jurisprudence and law in general. Close relationship is characterized as well as the forms of its fixing in law. The etymology of the concept of close relationship is identified on the basis of the grammatical interpretation of this category. The problem of understanding of the flexible conflict of laws norm is noted. The content underlying the conflict of laws norm in relation to private international law is found. The role and function of a conflict of law rule in international private law are revealed. The boundaries of judicial discretion were studied and identified, the author’s definition of the term was developed. The author suggests a modern view on the interpretation of the definitions of the main aspects of flexible regulation in private international law.

Большое значение для развития белорусского государства имеет политическая культура, которая способствует формированию гражданского общества и его институтов. От успешного функционирования государства зависит развитие политических и социальных структур общества.; The article shows that the Belarusian state is a young entity that has made its own development way in a relatively short period of time. The development of the contemporary Belarusian state is characterized by the creation of its own system of socioeconomic development, which includes the achievements of both European and Eurasian experience. The multi-vector nature of the foreign and internal policies of the contemporary Belarus is emphasized. A fundamentally new vector in the foreign policy development of contemporary Belarus was determined by gaining independence. Of great importance for the development of the Belarusian state is the political culture, which contributes to the formation of the civil society and its institutions. The development of political and social institutions of the society depends on the successful functioning of the state.

Динамика трансформации политических идеологий рассмотрена с учетом перехода от позднего модерна к постмодерну в последней трети ХХ в. Проанализированы координаты постмодерна в политической сфере, раскрыты характеристики постмодерна применительно к политическому контексту. Выявлены и раскрыты закономерности динамики политических идеологий в эпоху постмодерна.; The article characterizes the classification of political ideologies according to the ideological and political spectrum; the shortcomings of this approach are revealed with regard to the non-traditional hybrid and alternative ideologies. The transformation dynamics of political ideologies is considered taking into account the transition from late modernity to postmodernity in the last third of the twentieth century. The author analyzes the coordinates of postmodernism in the political sphere and reveals the characteristics of postmodernism in the political context. The patterns in the dynamics of political ideologies in the age of postmodernity are disclosed.
