Title: Направления развития системы государственного управления недвижимым имуществом Республики Беларусь в условиях цифровой трансформации Authors: Шимко, Т. В.; Shimko, T. Abstract: Работа посвящена характеристике особенностей системы управления государственным имуществом в Республике Беларусь в условиях цифровой трансформации и выявлению направлений ее совершенствования. В ходе исследования определяется, что управление недвижимостью в настоящее время, как и бизнес-процессы в других сферах национальной экономики, переходит от ресурсоемкого к информационному. Предлагаются меры по реализации интеграции государственных систем управления государственным имуществом с существующими информационными системами и механизмами межведомственного взаимодействия. Автор подчеркивает, что для реализации мер по повышению эффективности управления государственным имуществом в условиях цифровой трансформации необходимо развивать функциональные возможности автоматизированной информационной системы ведения Единого государственного регистра недвижимого имущества, права на него и сделки с ним.; The article characterizes the features of the state property management system in the Republic of Belarus under conditions of digital transformation and identifies directions for its improvement. The study establishes that real estate management, similar to business processes in other areas of the national economy, is currently undergoing a transition from resource-intensive to information-intensive process. Measures are proposed to implement the integration of state systems for managing state property with the existing information systems and mechanisms of interagency interaction. The author underlines that to implement measures increasing the efficiency of state property management under conditions of digital transformation, it is necessary to develop the functionality of an automated information system for maintaining the Unified State Register of Real Estate, rights to it and transactions with it.

Title: Методы изучения структуры текстильных материалов на основе распознавания визуальных изображений Authors: Садовский, В. В.; Sadovski, V. Abstract: Представлена схема оптоэлектронной системы и рассмотрены методы изучения структуры текстильных материалов на основе распознавания визуальных изображений. Описаны четыре случая возможных состояний наблюдаемого объекта и среды. Показано, что случай, когда параметры объекта наблюдения изменяются, а объект перемещается в изменяющейся среде, наиболее подходит к задаче, рассматриваемой в данной работе, — бесконтактное исследование процессов деформации структуры текстильных материалов.; The article presents a diagram of an optoelectronic system and discusses methods for studying the structure of textile materials based on visual image recognition. Four cases of possible states of the observed object and environment are described. It is shown that the case when the parameters of the object under observation change and the object moves in a changing environment is most suitable for the problem considered in this paper, viz., non-contact study of the processes of deformation of the structure of textile materials.

Title: Рефлексивность денежной системы и каналы денежной эмиссии: теоретико-методологические аспекты Authors: Румянцева, О. И.; Rumiantsava, A. Abstract: Рассмотрено взаимовлияние рефлексивности денежной системы и структуры каналов денежной эмиссии. Целью данной статьи стало обоснование теоретико-методологических подходов к определению роли рефлексивности денежной системы в реализации монетарного регулирования, ее взаимосвязи с каналами денежной эмиссии, выделение особенностей этого взаимовлияния и факторов, повышающих на современном этапе доверие к национальной валюте. Показана важность увеличения доли эндогенных эмиссионных каналов, основанных на кредитовании экономики и стимулирующих позитивную структуру денежной массы. Однако важно не просто расширение темпов кредитования национальной экономики. Принципиальной видится проблема разработки ключевых направлений кредитования, определения структуры кредитных каналов, обеспечивающих в долгосрочном периоде снижение импортоемкости производства, роста его конкурентоспособности. Обеспечение в этом случае позитивной динамики развития отечественной экономики будет способствовать повышению уровня доверия по отношению к национальной валюте и банковской системе на долговременной основе.; The article examines the mutual influence of the reflexivity of the monetary system and the structure of money issue channels. The objective of this article is to substantiate theoretical and methodological approaches to determining the role of reflexivity of the monetary system in the implementation of monetary regulation, its relationship with channels of money issue, highlighting the features of this mutual influence and factors that increase confidence in the national currency at the present stage. The importance is shown of increasing the share of endogenous emission channels based on lending to the economy and stimulating the positive structure of the money supply. However, it is essential not just to expand the pace of lending to the national economy. The fundamental problem seems to be the development of key areas of lending, determining the structure of credit channels that ensure in the long term a reduction in the import intensity of production and an increase in its competitiveness. In this case, ensuring positive dynamics in the development of the domestic economy will help increase the level of confidence in the national currency and the banking system on a long-term basis.
